如果房地产市场没有炒作   文 新浪财经金融e观察(微信公众号:sinaeguancha)专栏作家 许权胜   如果房地产没有炒作,市场会出现什么结果?资金一定会流到银行或者股市里、或者民众更敢于创业,银行和资本市场资金增加,支持实体经济的资金更充足,市场也就更活跃,民众投资企业的意愿一定会倍增,对企业和就业都是有好处的。 如果房地产市场没有炒作   近日国家土地总督察办公室发出通知,要求对地方不动产统一登记制度落实情况进行督察。这个通知的实质就是为房地产税清障。早在今年7月23日,楼继伟在二十国集团财长和央行行长会议的配套活动中表示:要义无反顾地推进所得税制和房地产税制的改革。10月28日,中共中央政治局召开会议,提出注重抑制资产泡沫和防范经济金融风险。但抑制资产泡沫,利用市场手段当然离不开税收调节。所以这些信息都说明重构房地产税已经近在眼前。   我国征收房地产税的目的在于抑制资产性泡沫,使房地产市场发挥居住功能。如果房地产成为炒作的工具,使那些有钱人肆无忌惮进场、手握多套房地产奇货可居,若不收税,只是保护多套房者的利益,损害大多数人的居住权,这个明显也不公平,所以,自然有人愿意手握多套房,那么多占的资源也应该付点费用来补偿社会因他们过多占有而造成的短缺。再者房地产价格超越工资性收入的大幅上涨,它没有新的财富创造,只是一种财富移动,所以税收是使市场更理性的比较合理的一个办法,那些仅仅是居住的居民大可不必惊慌,因为房地产税的目的是机会均等。   如果房地产没有炒作,市场会出现什么结果?资金一定会流到银行或者股市里、或者民众更敢于创业,银行和资本市场资金增加,支持实体经济的资金更充足,市场也就更活跃,民众投资企业的意愿一定会倍增,对企业和就业都是有好处的。   其实房地产市场的畸形主要来自于地方政府,因为土地市场由政府垄断,每个城市每年要拿出多少土地出来进行房地产开发,并不是按照每个城市的市场需求来规划,而是中央每年给出每个城市多少土地指标,这些土地指标包含公共用地、企业用地、住宅用地,下发到地方后,地方政府只能在这个土地指标的框框内筹划运作,但每年每个城市涌入多少外来人口有多少购买力需要多少住宅,这个市场的需求有多大?可能政府通过市场调查还多少能满足大多数人的购房需求,但投机者已经手握多套房,依然进场抢购这块蛋糕,政府就没有办法来预测这个无底洞,所以,用房地产税来平衡一下,减少人性的贪婪,其实是对人们居住权的一种保护。   城市的活力来自于各种知识技能的涌入,涌入的人才的居住权没有了,被一些唯利是图者变相剥夺,这个城市就很难发展。就像早先一些大城市医院门口的“黄牛”,早早在医院占据着挂号窗口,使真正来看病的人反而拿不到号,逼迫患者只得从“黄牛”手里高价购买,病人本来就负担不轻在“黄牛”这里又被剥了一层皮。   房地产市场也与这个情况非常类似,被炒高的房价使那些接盘者动用了几代人的积蓄只能付个首付,这几代人今后的生活只能在节衣缩食中渡过,这种家庭一旦过多,我国的消费能力集中在少数炒房者手里,当然会引起产能过剩,国内消费不畅。据报载中国有近二亿中产阶层,这就说明我们还有十多亿人口是低端消费人群,这些人本来购买力有限,再加上房地产的变相剥夺,所以这个正是我们国内的消费一直一蹶不振的原因所在。   而另一种情况是出国消费的火爆程度与国内冰火二重天,正是那些高净值阶层推高了国外的奢侈品和房地产市场,低端消费者是出国不起的,在国内因为住房的高企已经把他们压得出不来气了,哪里谈得起消费?所以,国内的消费被高企的房价所压制,抑制了大多数人的消费能力和欲望,而这些根源恰恰是房地产的越炒越高制造的恶果,所以消除这种根源唯有房地产税来加以控制。   现在很多地方政府过于依赖土地财政,没有一个较为稳定的税源,致使地方政府愈加对土地财政的依赖,暴力拆迁、公共服务缺失、民众生活保障不足等等都与房地产无不关联,所以,房地产税有缓解政府财政收入之功效,政府增加税费来源可以用来市政建设,改善人们居住环境,吸引人口和企业聚集,形成地域优势,这样不但能增加房地产市值,还能增加就业,形成良性循环。当然也可以用税收来多建廉租房、经济适用房,以补贴那些贫困人员。   征收房地产税还有一个好处就是就能给企业减税,减轻了企业负担,增强企业竞争力,等同与增加了大多数人的收入来源,增强市场购买力。   可能有人会说,房地产税也不是万能,看看上海、重庆,也征了房地产税,重庆是因为地票的设置使房价没有上来,这不是房地产税的原因,而上海的房地产价格不是一直在猛涨吗?   回答这个问题,笔者要先谈谈重庆模式,重庆近几年JDP稳居全国第一,这个与重庆房地产价格一直比较平稳有关,房地产市场平稳、增强了企业竞争力,这个当然“地票”的功劳要大于房地产税,但地票的功能是平抑地价,房地产税的功能是平抑房价,二者其实有异曲同工之妙。我们要看看加拿大政府,它山之石可以攻玉,加拿大政府对国外购房的土豪们征收15%的房产税后,加拿大BC省的房价发生雪崩,一个月下降20%,温哥华的房价在28天内下跌20.7%,在三个月内的跌幅达24.5%,一年的涨幅被在短短的时期内被全部吞噬。所以房地产税的功效不能被低估。   那么为什么我们上海的征税效果这么不尽人意呢?主要是因为税率设置缺陷,房价被屡屡推高使那点税率显得微不足道,如果房价按照二套2%三套5%四套10%的税率以此类推,对多占资源者课以重税,市场上一定会杜绝炒房者,房价回归居住功能,房地产也一定会使国人居者有其屋。   (本文作者介绍:资深财经评论员,长期在金融行业一线工作。)相关的主题文章:
